It has been decided to engage the services of a British Military Non-Commissioned Officer to give instruction in the firing of heavy guns in the forts. It is expected that he will be steady, energetic, and peaceable in his conduct and that he will cultivate cordial relations with the Chinese Officers. His special duty will be to teach the Chinese Officers and soldiers how to discharge heavy guns, to find the proper range, the adjustment of sights etc., also to see to any petty repairs at the forts.
It is proposed to have a provisional engagement for six months. If on the expiry of six months the engagement has been found to work satisfactorily on both sides, then the Board of Foreign Affairs will recommend the Viceroy to order the execution of a contract for a term of two years.

It is proposed that the remuneration of the Instructor shall be 200 Kuping Taels per month, to commence on the day he arrives at the fort. A furnished residence will be supplied by the Chinese Authorities. He will, however, defray the cost of his own food. When sent anywhere on duty, he will receive an allowance for subsistence of $3 a day.

The Instructor will be under the orders of the Commandant of the fort, but he must be ready at any time to proceed to any post as ordered by the Viceroy.

If within the six months of probation the Instructor finds that the climate does not agree with him, or should he commit any grave offence, he may resign or be dismissed at once, his salary being paid to the end of the current month. The Chinese Government will provide him with a second-class passage back to England.

The Chinese Government will provide the Non-Commissioned Officer selected with a free second-class passage from England to Poochow.
